Project Description:
The project subject to this consistency review includes proposed road improvements between MP 260-321 of the Dalton Highway. The beginning of the project (MP 260) is located 85 miles north of Coldfoot, Alaska. Project details include culvert replacements and grade increases at six stream crossings, replacing a culvert crossing with a new bridge, and raising the grade of the highway between MP 311.7-314 (near the Sagavanirktok (Sag) River). The purpose of the project is to preserve and extend the service life of the highway, enhance highway safety, provide adequate fish passage, and improve localized drainage.

Scope of Project to be Reviewed:
The scope of the project to be reviewed is the discharge of 709,250 cubic yards (cy) of fill into 59 acres of waters of the U.S. for road construction and material site development. Proposed road construction includes culvert replacements and grade increases at six stream crossings, replacing a culvert crossing with a new bridge, and raising the grade of the Dalton Highway between MP 311.7-314 (2.3 miles). Approximately 147,000 cy of temporary fill is proposed to be placed in 55.6 acres of waters of the U.S. for temporary stockpile areas, detour roads at culvert and bridge installation areas, and 35-foot wide temporary work areas adjacent to both sides of the highway. (Please note that equipment crossing of streams, and culvert and bridge installations, have been found to be generally consistent with the ACMP, via Generally Consistent Determinations 5 and 7. Additionally, the construction material for the project would come from existing, state permitted material sites.)

Location:
Project sites are located between MP 260-321 of the Dalton Highway. The beginning of the project (MP 260) is located 85 miles north of Coldfoot, Alaska.
